When I moved in, there was a card from the council to say they'd called but I wasn't in. When I called them to say that I had just moved in and clearly wasn't in when they called I was told that they called round to make sure I wasn't in. (!!!!!)
When a property is empty you're exempt from paying council tax. It makes sense to have a department that checks for this as it would be easy to cheat the system. It just makes no sense to leave a card to say they called round when they find the place empty.
